Unless the deity was referring to some sort of creature or monster, I would say this is an object. An object that moves, which emits sound but not words. Arms- hands ... claws, figuratively speaking. Headless but with a face - it must not have an irregular shape. Face, can be considered the surface of something as well. I will inspect the city.[/]
