On The Paradigm Paralysis of Inmate Rehabilitation

OOC: Paul has written yet another essay, which has been distributed to each inhabited room on the Barge; this time, however, the subject matter pertains to the inefficiency of wardens, and how their manner of rehabilitation should be changed for greater effectiveness. The entire work is 43 pages in length. It starts out intelligently enough, and actually has some well-planned ideas such as work-rehabilitation, positive/negative reinforcement approaches, and education programs, but, as with his previous paper, degenerates by the 25th page. By page 43, it says nothing except "Organise before they Rise", over and over.
On Page 36, there's a detailed drawing of Harvey and Joker, as zombies; Joker is helping himself to Harv's brain.
It has interesting (and creative) insults and comments written above and below. There is also a sketch of the broken chair leg.
