Upright Citizens Brigade was a show that was on comedy central for a while in the late 90s; it was sketch comedy but all the sketches were always connected to a single plot in each episode. So yeah, I guess this sketch seems very random out of context. In the episode the government is basically persecuting all fat people in a Hitleresque fashion.
UCB is one of the funniest shows ever made. Amy Poehler was amazing on that show, it's a shame she's so misused on SNL.
About your question, part of the problem is that Comedy Central was bought out by a different company after season 1 was released. This also happened after Strangers With Candy Season 2 came out. That's why the packaging for SWC was different for season 3, and that's why they released the whole series box set. Because they wouldn't make money off of the first two seasons due to them being made by another company. So, as of right now, UCB appears to be on hold. Hopefully we'll see it some day.
