Personally, I think that Robotnik would realize that while it would be impossible for him to create a mechanized contraption capable of thwarting both Sonic AND the intent of Congress and the credit card lobby, he could manage it if he were willing to call on Dr. Wiley for help.
But, in so doing, he'd incur the wrath of Mega Man. And then he's got TWO blue adventurers on his hands, and that may not be worth the trouble.
