So, Star Trek. This franchise has a long and fabled history, but recently has been rather run into the ground. Enterprise was a disaster, Voyager (though I really enjoyed it) was largely asinine, and Deep Space Nine has real problems surrounding what they tried to do with some of the characters. The reason the bad guy didn't go fix the problem had to do with the actual timing of the problem, and also because he was a madman. Given some of the other time travel crap that Trek has thrown at us (NUCLEAR WESSELS!) I don't really think that a guy driven insane by what he'd experienced is something to complain too hard about.
