Perhaps swimming lessons might work best during this event, while those here are incapable of and therefore should have no fear of drowning.

Learning to swim with finns won't do them much good once they don't have them anymore.

Not everyone has fins. And though some of the changes might indeed make swimming different, basics may still be teachable.

[Oh hey, it's the guy she was supposed to bring those warning talismans to! That she hasn't talked to yet. This is obviously a good idea! Especially when her change is the basics of this (lure, ears being fins, tail, webbed fingers and part of the coloring) in a blue -> pink theme.]

That does sound like a good idea. Though I'm not sure how many people would be willing to get in water after this... If you want an extra hand for the lessons, I'll be willing to help.
