I suppose I don't understand what a facet handle has to do with a drinking fountain. I assumed-- the sword was the only handle I saw.

Dean mostly just offers the beer to add some 'normality' to the whole situation. As if there could be anything normal in this place with the two of them.

He manages not to jump when Cas shows up, just rolls his eyes and takes a sip of his beer.
