The neighbors are fighting. I can hear them swearing at each other using the kind of language that you just shouldn't use against someone but end up saying it anyway

I volunteer with the Domestic Violence Services, would you like me to grab some brochures for you to give her? Even without physical violence, it can be an awful thing, sometimes worse, because the thought "but he doesn't hit me" can keep someone tied up in a bad relationship. Sounds like you did the right thing, letting her know you were there for you.
No need for that. I know where I can get my hands on a never ending supply of those. They hand them out indiscriminately to every one in public housing. There are flyers in the laundry room. You encounter and get the brocheres when you apply for foodstamps and other DSHS programs brochures come in the mail. If I handed them to her I would get them shoved back in my face with the admonishment to mind my own f-ing business.
There's only so much a neighbor can do, aside for raising the threat or sometimes actually calling the cops. If she comes to my door, I'm not going to turn her away... ...but it should be noted that a cop coming to the door...or a domestic abuse charge can and does get people kicked out of their home.
