As far as I know, the dump a bucket of ice water thing has been around for a while, but it picked up steam with Pete Frates, a former college baseball player who was diagnosed with ALS. From there, it morphed into its current "dump or donate" form.
ALS is a neurodegenerative disease that causes rapid muscle atrophy. So no, having a bucket of water dumped on you does not simulate any symptoms of ALS.
