It's getting more & more popular. There's always a need for such holiday. We used to celebrate Christmas Eve or Night before Christmas which was very similar (with trick-or-treating but without a pumpkin:)). There's even a famous story by Russian/Ukrainian writer Gogol Christmas Eve about a village blacksmith and the devil stealing the moon (evil spirits could do anything they want the night before Christmas). This tradition died out in the 1950s and left a gap. In the 1990s a few Western holidays became very popular here very quickly - Halloween, Valentine's Day and (you'll be surprised) Saint Patrick's Day. My Mom made my first Halloween costume when I was twelve, it was 1995, I think. She dressed me up as a little devil :)
