There are still bugs in my apartment. They didn't even do anything to turtle's apartment. And there's nothing in the lease that says they have to take care of pest control for the building, which makes me wonder if there's any way of making them fix this--or any way of getting out of these gods-forsaken leases. "get this place liveable or we want out of our lease"?

You need to phrase it more like:
"after numerous complaints, if attention is not given to this matter of infestation and the conditions corrected, it shall be considered a breech of your end of the lease agreement and tenant shall be under no obligation to stay..."
or however you want to 'tweak' it to your situation..but make sure that they get the message that THEY are breaking the lease agreement.

This would be my suggestion before mentioning a breach of contract factor. By putting a health code violation in the works, you have a legitimate breach of contract, without it you're still SOL since it was not specifically mentioned in the lease.

Morning Mist Housing, out of Carrollton. They suck, a lot. The owner only speaks slightly better English than the soon-to-be-ousted manager, who is unintelligible. I miss Place to Be.

Dude, we could totally report them to the Deton Chronicle, or even one of the major local news channels out of Dallas (channels 8, 5, and 11 come to mind). Just have to have the right press report...
