Looks like an eye to me, but not a specific eye. The slight inward curve on the bottom right and the lack of a tail prevents me from seeing the fish.

Also, I've never seen it from above before. It's quite pretty.

I can kinda see both-so long as the Eye is very stylised. But then, my mental image of the stylised Eye is pretty much the same as the Fish, just lacking the closing of the tail.

My current main association for the Eye of Horus is ImpSec...
