No. I think unless photos go into public groups or a user has a lot of contacts, people in general don't comment. Plus when you use tags, your public photos show up in search engines, so a lot of strangers may stop by quickly, then move on.
I have a photograph I uploaded in 2007 that still gets views every day, and I can't imagine why the words associated with it are a big search engine draw. It has no comments, even with all those views.
Do you ever find yourself wishing other applications besides Facebook had a "like" button? I do "favorite" things on Flickr, but I'd rather just "like" them. It's kind of shameful, my longing for the "like" button. Just one more thing to lay at Facebook's door!

But at the same time, when I go exploring through flickr and I find a photo that I love, I try to say "great shot" at the very least.
Not that my flickr account is filled with photos that would be considered great works of art. :)
