Rin prooobably is safe? She's kind of a criminal, but generally has her heart in the right place, and also she was BFFs with a dragon for a while?

I can't really see Hitsugaya being badly affected or necessarily affected at all. He's so accustomed to dragons . . . just not Krynnish ones. If he's affected at all, it wouldn't be enough to keep him from being rational.

Unohana would at worst have a muted nervousness. Nothing she wouldn't be able to control.

Gohan is so far over on the good spectrum that I can't really see him being affected much.

Celes, however, I can see being affected enough for her rationality to be compromised. She'd eventually be able to get used to it and manage it, but the first few times? Yeah. Dragonfear.
