I use Photoshop Elements 2.0. Old, and shitty, and I know, but I don't have 300+ bucks to shell out for CS.

No Selective coloring!

Take your picture and crop it too 100x100.

Sharpen your image then duplicate the layer and set it to Soft light, 100%
Make a new layer and fill it with #F3E68B, set it to multiply, 58%. Then make another layer and set it to #0069AC, a dark blue color. Set it to soft light, 77% then make
another layer and set it to #AEDFFF, set it to color burn, 100%

Make a New Adjustment Layer, and go to Hue/Saturation.
(Layers>New Adjustment Layer>Hue/Saturation)

Set your Saturation level to +16

Merge all layers, then duplicate the image, and set to screen 56%.

That’s it. :]

Play with your colors, and opacity levels.
