Ok, as someone who's had experience with eating disorders, not feeling any bad effects from not eating and drinking doesn't mean that you're not getting any bad effects. It just means that the bit of you that's supposed to tell you about these bad effects is not working properly. Keep drinking water please, and eat something as soon as you can come by it.
Everyone else has already suggested talking to Mind, so you know about that. In the meantime, less than 10% of your council tax bill goes to the police, so if you can possibly manage to get your emergency support back, it will be easier to eat if you can buy food. I know the idea of paying that money makes you feel ill, but you've proven that you have a lot of willpower, and you do really need the money to look after yourself.

You might feel like you are made of clockwork because you are suffering from not having eaten or drunk anything. Or you might be experiencing some mild psychotic (as in removed from the real world, rather than violent or dangerous) symptoms due to the stress. Trauma does weird things to people. I am very glad you are drinking again at least, I hope you get some good for you food too ( ... )

I am very glad that you are eating and drinking again. Well done for going out for breakfast with your friend, which sounds a very positive and healthy step. I hope that you can find some support to help you make progress in your problems with the police and your secondary problems with council tax.
