Awww...well, if you buy inexpensive cat food, it will last a lot longer than tuna, and you won't be spoiling the cat. It's better for them because it cleans their teeth, and if you get him used to tuna, he'll keep begging for it.
Once you can afford it, you can have him checked/spayed/vaccinated at the Humane Society shelter, where they provide these services at a steep discount. Call other shelters, too, and shop around. Consider that if he'll be spending time indoors, he'll need a litter box. Kitty litter costs almost as much as the food. He may be better off being an outdoor cat that visits inside? Depending on your apartment layout, of course.

My partner keeps going back and forth between wanting to call the SPCA and get him checked (basically do all what you just said) and take him in when we have enough money to do so (about the end of this month).
I would like to do that very much, but all involved parties must consent and I'm still working on my partner (who is actually a cat person and has picked up abandoned cats before).
