my mom used to give us money and have us ride out bikes to the little store about 2-3 blocks away to get milk. if we did we could pick out a candy bar along with the milk. i had a basket on my bike that fit a half gallon pretty well, but trying to ride while holding onto a gallon was more difficult.

I think saying 'I don't drink milk' is perfectly acceptable. There are lots of reasons people don't drink milk, so you shouldn't feel any pressure to explain yourself. Then again, it's very weird she even came by to ask. If it were me, I'd say something to her mother, ask if things were okay.

i think your response was completely appropriate. it doesn't seem weird to me that she asked to borrow some milk either. maybe her mom forgot to get some. or maybe she and her brother used it all and then realized they wanted more/needed more. or maybe they had some and went to drink it and realized it had gone bad. any or all of these and countless other scenarios are things that would happen to me. now then, i am not an 11-year old, but i don't think twice about approaching a neighbor for sugar or something if i'm in a recipe and miscalculated, or something like that. chatting with her mom isn't a bad idea, but it might embarrass her too. what if they're between paychecks and mom couldn't afford the milk until the 15th?

i do totally support changing her name to luanne and making her your assistant, though. :)
