...Exactly. Killing him would raise flags, especially since he's got such a track record. We need to think of a way to deal with him, or with so many against him, a force to handle him into submission, so he won't do something like this again. And, besides, has he killed anyone? I've always been taught 'an eye for an eye'.

If he has the habit of aiding and assisting others, then it is very imperative we need to watch him, even now. Actions taken against a fellow student and a counselor wouldn't be overlooked, not even the way the administration acts like a clock work god.
