Get the bay plant re-potted into something well draining, a potting compost with plenty of stones in the bottom will do, and get it outside; anywhere will probably do.

Put it on the grass ooutside, on the way to the car. If it's dying anyway you've got nothing to lose. It needs a bit more root space, and some rain, and some predators to take care of the nasty beasties that bite it and cause it to bleed sap.
