I hate no call no show BS

So there are bed bugs in this danged apt complex. I have been trying to get the manager to do something about it since february. Last week after calling and bitching at them, they feign ignorance but agree to get it taken care of and tell me I'll be getting a call today between 2 and 4 pm. They tell me this place only calls once and about 10
