Question #1: Does the assumption of encounter equivalency hold up?The level 1 abilities sort of held it up (close enough for government work) but what about the most powerful ones? Let's look at level 27

I love the analysis you've done over this series of entries.

One additional caveat for people to consider, and another bit that is impossible to quantify: What the remainder of the composition of the party is. How useful a controller's powers are is not solely the province of the controller class itself, but how it dovetails with what the other characters are doing, and what classes and powers those characters are and have.

As you say, final verdict is, as always, play.
