The problem is that TPTB *DO* promote birth control. The people aren't buying into it. As the system stands there is an awful lot of secondary gain built into our welfare system for *NOT* being responsible and doing the right thing.
While a urine test could be costly, it's not as costly as paying for prenatal care/ delivery, welfare, food stamps and education of welfare babies.
Some states do better with this than others. For instance, Mischief states Wisconsin has a terrific system where recipients have to get job training and move out of the system within a period of time.
Most states do not. In TN and MS we have *generations* of welfare families. It's become a daggum career choice. When the nurses and police and journalists come to the High Schools to promote their careers to seniors, its a wonder we don't have a representative for welfare checks.
I'm in complete agreement with you here. I'd even go further and the recepients would have to be using birth control if we're already supporting their children, they would have to go to work at *any* job available and they would have to be drug free.
