When someone calls, and then when you answer, they say "Who is this?"

My response to that is always "You called me!".

If they're so inept at operating the phone so that they don't even know who they're calling, I certainly don't owe them anything.

I've been having the same problem lately, but It's been in odd languages, I had 1 chinese guy today (Couldn't speak english or korean) and last week it was a Nigerian who had the same problem and kept calling back (but only between the hours of 3~5am...)
