We're still fighting that battle but the tide has turned. Our problem was the gutters: in places the water poured off the roof and directly to the ground, causing the soil to wash away. Hubster did divert the gutters through black plastic hose, but the spill-over parts continued to cause problems.
After the hail storm, all the gutters were damaged so insurance paid for new ones. Most of the problems went away.
The next thing we plan to do is pile soil up against the foundation. One rental we lived in had the same wet basement problem (ask Zig about waking up in the middle of a lake in his bedroom) that was cured with a bunch of dirt piled up.
