that French thing you're referring to is a Bidet.. don't know that you can just buy one, you'd have to have it installed and hooked up to your plumbing, etc.

umm, I'm fairly certain there aren't any public ones, especially not in the US... find a fancy hotel somewhere and stay in their International Suite and you might find one...
