It's a cheap, sleezy hotel room. It's been his temporary home-away-from-home while he's on this island. Archer has been thinking about finding a permanent place to stay, but there's really no sense in worrying about that now.
Kagura's here - it's compeltely ridiculous, but she's here with him, because of him. Granted, she has as much say in this as he does, but there's still the fact that it's so undeniably wrong.
Archer happens to like it that way. "You'll have to ignore the mess," The door is firmly shut and locked behind her. The place isn't actually a mess - there are a few papers lying here and there with some vague information about what Team Rocket is planning, but that's really the only thing that could be considered a "mess." He absently shoved those aside, hoping that she wouldn't be interested in them.
"Now then." He turned back to her, arms folded behind his back. Despite their... conversation, he's still perfectly poised. There is scarcely anything to indicate just what they're doing here. "Where were we?" It's a sarcastic remark, for Archer is already removing the white outer-shirt with the Team Rocket logo emblazened on it. The shirt is tossed aside as soon as it's off him. Normally he'd take the time to fold it and put it away - but this is hardly a normal situation. Underneath is a solid black shirt with a high collar, but that remains on for the moment.
Archer gestured to the bed in a manner that could almost be described as gentlemanly. There's an eager look in his eyes that indicates that it's an act rather than a genuine attempt to be courteous. "After you."
