In-Character Information
Name: Archer (he doesn't deserve get a last name in-canon)
Game/Series: Pokemon HeartGold/SoulSilver (with vague references to FireRed/LeafGreen and the original Red/Blue/Yellow/Gold/Silver/Crystal)
Canon Point: After his defeat at the Radio Tower.
Age & Teaching Position: 26, he's actually a security officer.
Living Arrangements: Room TD-32 (if that's cool with you guys, lovely mods).
Personality: Archer does not get a lot of screen-time in-canon. What few lines he has do say a lot about his personality though.
First and foremost, Archer is ambitious. He always has plans of some sort - the majority of them being very large goals - and will do whatever he can to accomplish said goals. He doesn't care who he has to step on to reach his dreams, nor does he care about those he unintentionally harms. Archer's morality is a bit on the shady side (though despite being a member of Team Rocket there are some things he is strictly against - those are mostly head-canon). He doesn't mind using Pokemon and people to achieve his own ends, nor does he mind manipulating others into doing his dirty work. In fact, Archer doesn't like doing any dirty work at all (he is wearing all white...). If he can get someone else to take care of it, he will. Still, that tends to backfire and Archer prides himself on his hard work. He can be very dedicated to the things he strongly believes in, but should his interest or beliefs waver, so will his dedication. It's not uncommon for him to give up on one scheme and move to the next without much warning. That isn't to say that he is easily distracted (he isn't), but if his interest wanes, so too do his involvement in various plans.
Archer is intelligent - both in book-smarts and general knowledge. "Street smarts" aren't his forte, but Archer does have a vast amount of knowledge when it comes to his priorities - plotting and planning, mostly. He is always eager to learn new things (if they can be put to good use), and doesn't mind allowing others to teach him (so long as they aren't children trying to teach him how to be nice to his Pokemon). He can be quite patient with others if he feels the need to, and is quite a good leader. His ability to remember names and faces quite clearly has certainly helped with maintaining a good reputation as a great leader. Archer's voice has an odd, calming quality to it even when he's discussing serious situations. While it isn't difficult to anger him, he does try to keep his emotions in check, revealling as little as possible. Keeping a level head is very important to Archer. It's rare for him to lash out at anyone - even those worthless Team Rocket Grunts that always manage to screw things up by letting children beat them.
The ability to manipulate those around him comes in handy for Archer. He can put on a fake smile and lie his way through nearly any situation. He's good at making and keeping friendships (even if they are false), and is quite good at listening to others' problems. While he can't always come up with a good solution, he can at least lend an ear and patiently wait for them to move on. This is important for fostering trust - something he holds quite dearly. Archer doesn't trust very many people (Ariana, Petrel, and Proton are among the few - and even they don't know all there is to know about Archer), and finds it difficult to open up to others and be completely honest. He knows how to act to get others to like him, but he doesn't really know how to let others see the "real" him. There's a part of Archer that is afraid that the people closest to him won't like what they see and he'll be abandoned. He doesn't want to open himself up only to be discarded. (There are moments of doubt when he believes Giovanni has done this - but most of the time he insists to himself and anyone that will listen that it wasn't like that at all - Giovanni simply didn't have time to contact him while he was looking after the Sevii Islands...)
Archer's greatest fear is not of any physical thing or being, but rather of loss. He's not scared of losing (be it in a Pokemon battle or politically, such as within Team Rocket's ranks). What he's afraid of is losing those close to him - but not through anything like death, but rather through his own shortcomings. To be abandoned and left behind scares Archer more than anything, and it's something he can't admit to. He dislikes weakness - especially his own - and will do whatever he can to overlook it. Archer makes very few permanent friends because of his fear that he will somehow drive them away once they realize what he's really like. Archer is perfectly happy with the way he is - he's perfectly fine with the fact that he doesn't quite fit into society's "norm" when it comes to the way he treats Pokemon and his activities within Team Rocket. He doesn't mind that at all. What he does mind is the fact that others will judge him because of it, and possibly distance themselves from him.
Backstory: Unfortunately, Archer doesn't have much of a history. Due to the lack of information in the canon, most of this is head-canon. First, let's start with what is clearly stated within the Pokemon games.
CANON
Archer first appeared in FireRed/LeafGreen as a Team Rocket Admin looking after the Team Rocket bases in the Sevii Islands. He was fought on Five Island, and accuseed Red (the Hero) of spreading rumors about Team Rocket's downfall. After his defeat, Archer saw the Earth Badge the hero had won from Team Rocket's leader, Giovanni. Convinced that Giovanni had been defeated and the Kanto branch of Team Rocket was disbanded, Archer vowed to resurrect Team Rocket someday and find Giovanni. (The Sevii Islands were an experiment concerning radio waves and their effects on Pokemon.)
Three years later and a region over, Team Rocket once again resurfaced as a syndicate of Pokemon gangsters. At the head of the operation was Archer, just as he had promised the hero three years prior. Though their scope was nowhere near as broad as Giovanni's, Team Rocket continued to carry out their leader's ambitions. Archer was one of four Executives leading Team Rocket - the other three were his close friends Ariana, Petrel, and Proton. The other three were each given their own jobs to complete (Proton was assigned the job of selling Slowpoke tails in Azalea town, Petrel was to impersenate the Director of the Radio Station in Goldenrod, and Ariana led the Team Rocket base in Mahogany). Archer's own job was to find Giovanni, an endeavor that was not successful. Using the Radio Tower in Goldenrod City, Archer broadcasted a message that he hoped Giovanni would hear. If he did, he never responded.
Let's step back to Mahogany Town for a moment. This was the biggest experiment undertaken by Team Rocket in years, and this was based solely on the research Archer had done while working in the Sevii Islands. The radio waves transmitted from Team Rocket's headquarters in Mahogany Town were targeted at the Lake of Rage, and more specifically, the many Magikarp that inhabited the lake. The radio waves caused the Magikarp to evolve far earlier than they normally could, and enraged the newly-evolve Gyarados. Their hideout was invaded by the hero (Gold) and Lance, the dragon master and Champion of the Elite Four (unknown to them at the time). After their defeat, Ariana and Petrel returned to Goldenrod to carry out their attempt to find Giovanni - and use the radio waves of Goldenrod to alter Pokemon as they saw fit.
Their attempts were crushed mercilessly by the hero though - no Lance to help him along this time. Petrel was defeated while he posed as the Director, Proton and Ariana were defeated while guarding the Radio Tower, and Archer was finally stopped by the hero. After his second defeat at the hands of a child, Archer finally vowed to disband Team Rocket and cease their criminal activities.
HEAD-CANON
But let's back up a bit, shall we? Archer did not become a Team Rocket Executive overnight. It took years of dedication and hard work to rise up the Rocket ladder to his position. It all started when he was ten - as most Pokemon Trainers' stories do. Archer was born and raised in Celadon City, and from an early age had an interest in Pokemon. He wasn't the sort of boy who wanted to "catch them all" and "become the greatest trainer ever." No, Archer was interested in the effects on Pokemon and how they reacted to different situations. When he turned ten he was given the usual supply of Pokeballs and Potions and was gifted with a Zubat as a starter Pokemon. Archer wasn't very pleased with his "weak" starter Pokemon, and it wasn't long before he started looking for ways to get his hands on a new one. He could have tried catching and training other Pokemon, but that seemed like a waste of time.
That was when he met a Team Rocket Grunt. Like most young children going out on their first adventure, he was able to easily defeat the Team Rocket Grunt with only his starter Pokemon. The Team Rocket Grunt said he was good, and asked Archer if he'd be interested in joining the team of Pokemon-abusing criminals. Most young adventurers would say no and move on, but Archer took the moment to think about it. The chance to get his hands on stronger Pokemon and move up in the world, as well as a chance to make easy money and not have to travel around collecting stupid badges? It sounded wonderful to him. He signed on within the first few months of starting his adventure.
Now you may be wondering, "but wait, he's just a kid! Team Rocket doesn't accept ten year olds! That's illegal!" That's true. Sort of. Team Rocket did accept him on as a sort of "apprentice" though. He wouldn't wear the Team Rocket uniform for another five years, but in that time Archer did learn how to steal Pokemon, money, and everything in between. He also learned how to lie and cheat his way out of any situation. He was taught all the fundamental values of a Team Rocket member, including their impressive "manifesto" concerning just what to do in any given situation.
At age fifteen Archer was finally allowed to don the Team Rocket uniform. He went about stealing and cheating as all Grunts are supposed to do, but Grunt-work really wasn't his style. Archer wasn't interested in this any longer, instead he preferred the planning and operation of Team Rocket's clever schemes rather than the boring Grunt-work. Of course in order to achieve his dreams of planning and plotting with the best Team Rocket had to offer, he'd have to work his way to the top. Archer didn't hesitate.
By this point his starter Pokemon Zubat had evolved into a Golbat. While he was pulling off some Grunt-work in Vermillion City he ran into another young trainer who came from a different region known as "Johto." The trainer had an impressive-looking dog Pokemon that Archer quickly relieved him of. That Pokemon became his favorite, and Golbat fell to the side. With the new "Houndour" Pokemon, Archer continued his crime-spree as all the other Rockets did. He was, however, very careful not to get caught. A criminal record would not aid him any in his endeavors to reach the top of Team Rocket.
By age twenty-three Archer had made a name for himself within the local sect of Rockets. He stayed mainly around the Lavender-Saffron-Celadon area of Kanto, but was soon transferred to the Sevii Islands and put in charge. The orders came from Team Rocket's boss, Giovanni, and Archer was eager to please. He had not had the honor of talking personally with Giovanni before, and was in awe of the Team Rocket boss. He was quickly shipped out to the Sevii Islands and began work testing radio waves on Pokemon. The "cruel" tests didn't faze him in the slightest; Archer had finally reached the rank of Administrator, and he was not about to back down for anything.
...Until a kid beat him up, but that's already been covered. At that point his Houndour had evolved into a Houndoom and he had retrieved a Koffing from a trainer and trained it to the point of it evolving. His defeat only proved how useless his Pokemon were though (aside his Houndoom, which Archer happened to love very much, though he'd never admit it).
In the three years that followed his defeat and the downfall of Team Rocket in Kanto, Archer moved to the Johto region to start again. While in the Johto region he met three other Admins who were eager to revive Team Rocket - Ariana, Petrel, and Proton. The four began reworking Team Rocket from the ground up, recruiting new members and fixing what they could. They promoted themselves to Executives and led Team Rocket back to glory. Or so he'd say.
Archer's Pokemon changed during this time. He stole another Houndour from a trainer, along with another Koffing. His Weezing and Golbat were no longer parts of his team (though they would remain with him).
Then the canon events occured and Archer - and Team Rocket - was defeated. He did not give up on his dream of reviving Team Rocket though, he merely thought he would take a break and lie low for awhile. (The police weren't exactly going to let him go, after all.) While travelling he happened to come across "Smash Academy" where he took a position as a security guard. Little did he know just who he'd find within the walls of the Academy.

Anything Else?: Archer's job as a security guard gives him access to keys. This is a very good thing for him, since he's quite fond of having power no matter how limited. He also happens to be very interested in the radio, and with those keys of his he can easily get in there and broadcast Team Rocket propoganda late at night... Archer also has four Pokemon at the moment: Houndoom, Koffing, Houndour, and Golbat.

Of course, that implied that Archer would have considered losing in the first place. He didn't particularly think of himself as an amazing Pokemon trainer, but Archer had never once thought he would lose to a child. The fact that the boy had managed to get through all the Grunts and Archer's fellow Executives was a bit disconcerting. A child defeated them all? It was almost parallel to what had happened three years prior in Kanto. Had the situation been any different, Archer might have laughed at the irony.
As it was, he was currently in no situation to laugh. With Team Rocket disbanded again, there was nothing for him to do but to flee Johto as quickly as possible. If he was caught he'd be thrown in jail for the remainder of his days. Being a part of Team Rocket was bad enough, but initiating the search for Giovanni and the events at the Lake of Rage? He'd be lucky to even get a lawyer. Smart as he was, Archer wasn't a genius when it came to the law, and he knew he couldn't possibly save himself from a prison sentence. So he would run.
His flight had led him here, to the islands, of all places. The Sevii Islands hadn't changed in the three years since he had been stationed there. Team Rocket Grunts still mingled around here and there, though the majority of the population was once again trainers seeking rare Pokemon within the Kanto region. Archer almost felt like he was at home. This place had been home for the better part of a year, and during that time he had led Team Rocket. Giovanni had placed him here for a reason - though he had never been able to determine exactly what that reason was.
Giovanni, Team Rocket's boss - what of him? Had he heard the message on the radio? It was broadcast through the Johto region, but was that far enough to reach their boss' ears? It was rumored that he had left to train his Pokemon and become stronger, but he left behind so many Team Rocket members with nowhere to go and nothing to do. It had been vital that someone step forward and give them a purpose again. That someone had been Archer, along with his fellow Executives. Now that they had been defeated, what would become of Team Rocket? Would it fade into oblivion and be forgotten? Or would Giovanni return and restore them to their former glory?
Archer could only hope for the latter. There was no telling at the moment which outcome was more likely. All he could do for the time being was evade the police and wait. He could do that. Archer had always been good at waiting.
