I took my base (screencap by me from Season 1 gag reel *lol*)



I cropped it 100x100 and I got this:


Duplicate base and set it to screen


Fill layer >> #2e0000 >> Exclusion 20%


Fill layer >> #000936 >> Exclusion 57%


Curves:
1st point: 94, 131
2nd point: 142, 199


Selective Colors:
Reds: 0, 0, 0, -21
Blues: 29, 0, '20, 0
Whites: 48, 0, -7, 0
Neutrals: 23, 0, -6, -9
Blacks: 0, 0, 0, 100


add a Brightness/ Contrast layer: up the Contrast to +14


If you want to sharpen it a bit, just duplicate the base and sharpen the duplicated layer, lowering the opacity after.

try and play with the opacities of the fill layers according to your tastes and pictures.
