I think not every person deserves to be forgiven, not that I have encountered anyone like that but I'm sure there are certain circumstances in which one does not deserve to be forgiven.
Although it does help you to move on, you can forget and not forgive and still move on.

In the end, no matter how you look at it, hate always ends up hurting you more than the person
who hurt you. I believe every circumstance could be forgive no matter how bad it is. And understanding that will make you a better person. If someone went and murdered my son,daughter,brother,mother,father, you name it, it would be a tragedy. And hate would be the first feeling to surge up obviously. Hate only spawns more hate. And that is something you can't forget, ever. There for forgiveness is your only way to leave the bitterness behind. And if you love yourself enough to do that, you will. Like it says in the quote "...Forgiveness is a gift you give yourself...". You're not doing it to forgive the other person...

You do it to set your self free.
