Ooooh, I lovelovelove fair isle work. I really like the colors you used in your swatch. Since it has low contrast, I would not change the background color unless you wanted to do one accent row, say at the red & green protions. Even so, keep it subtle. The puffed at the vertical color changes because there is a stacked color change. Blocking should fix that. I think your stranding looks great. I like the green band at the top best.
Just as a tip, Alice Starmore is VERY touchy about her work being used (I believe this is why the book has not been reprinted). She is well-known for suing people. What am I getting at, you might ask. This is my round-about way of suggesting that you remove the pictures if they are hers.
Also, I recommend that you check out my friend's blog, Feral Knitter. She is incredibly talented and does a lot of fair isle work including some tutorials. Her Shoulder shaping in the round is mind blowing.
I think I will try the accent rows when I get there just to see how it looks. I already started frogging the swatch to start the sweater :) Thank you so much for the info on the stacked color change puffiness, I can proceed with a bit more confidence now. Sometimes we just need a little back up :) You're sock pattern is adorable by the way!

Hoo-ee! this is lovely. I'm in favor of the less stripey (sp?) second version. It just sings. I guess it is less stripey because the main mass of color is the diamond, and the dark-crossed triangles are less of a shout in light colors. Peeking stars, instead.
