It's a little arrogant to assume that American foreign policy is that powerful, whether your criticizing it for too much imperialism or too little assertiveness, particularly when one is dealing with a government as unpredictable and secretive as North Korea.
The country is already so isolated and poor, sanctions can't really do much, so there is little that can be done to enforce any negotiated approaches. Military action isn't even useful as a threat, as everyone knows that's an absurdly stupid course of action.
In the end, all that can be done is keep talking and pressuring to keep a lid on the situation, and hope that North Korean government collapses under its own weight like the Soviets. In both cases, external forces had little to do with collapse.
