In 2053, as a result of increasing social, economic and environmental pressure, Milan breaks out into riots and the city burns. The Doctor found himself sitting in one of the spires of the Mailaender Dom and watched the fires spread.
"Half the city will be destroyed. The Duomo and all it's statuary, gone. The Borsa Italiana crashes, then literally burns." The Doctor turned to the man who had come out to sit beside him on the ledge. The man wearing one of his old faces. "I don't know what you are, but you should be running for your life."
"Why would I run?" The man looked out across the burning city. "The trial never ends, but the evidence changes. Besides, I'm bored."
The Doctor reached into his pocket and pulled out a pair of glasses. The other man was covered in void stuff. Quite a lot of it, although that was impossible. "I don't know what you are, or why you look like that, but you don't belong here."
"Neither do you, Doctor."
Omniscient shape-shifter with a taste for destruction. Lovely. "I could have stopped this. Before the war, I would have stopped this."
"Oh, please, spare me your 'I'm the last of my kind and everyone I ever loved is gone' speech. You're the last of the Time Lords, Doctor, greatest of the lesser species. Stop acting like surviving was the worse thing that ever happened to you."
The Doctor tore his eyes away from the fires consuming the city. "Who-" There was a flash of light and then the man was suddenly gone. The Doctor looked around, then got to his feet. Milan is and will burn in 2053, but in 2005 the Nestene Consciousness is making a home for itself in London doing who knows what.
He's alone and probably more than a little crazy, but he's still the Doctor and those stupid apes still needed him.
