[Zevran has been busy since Olivier was droned, and since he heard BLU Sniper was droned as well. Busy thinking, and planning. Both of them are in charge of the only coordinated efforts he's really seen in Mayfield to escape, and he's been relying on them to direct his efforts up until now. But in the wake of seeing that they can vanish at any time, without any warning, he feels that relying on anyone else at all may be a mistake...even if they have both returned since. Yes, he's not used to moving on his own initiative - he's spent most of his life well under the thumb of masters giving him orders - but when he can't even trust his allies to always be present in even the most basic sense, it's time to teach himself a new trick.
Besides, Olivier is still recovering from the shock of having been yanked back to Mayfield after a long (to her) absence, and Sniper was recently murdered. He doubts either of them are in any state to make a move, and the wait to make some sort of progress has become interminable.
He's chosen his target carefully; not Grady or the Mayor, in case Sniper wants to maintain his element of surprise against them(and in case taking them out simultaneously is key; Zevran doesn't know for sure), but someone who is supposedly just as dangerous, whose death may be just as vital to any escape plans. A single target, with predictable movements.]
[Whether this works or not, he wants people - particularly Sniper; if this fails, perhaps he can spare the man another horrible death, and considering that he wouldn't even be able to attempt this without the skills Sniper has given him, he certainly owes the man that much - to take note, which is why he picks up the phone late at night to make an announcement.]
