Any finance smartees out there?

Ok I am trying to understand this better.  This bailout thing gets bigger and bigger.  One guy is saying he wants to spend a Trillion bucks on a bailout.  So what does that buy and who then owns it?  Or is it a loan to the unstable company hoping to finance a double or nothing gambit?

Is this like Venezuela Nationalizing all the banks?
