What he's proposing is not only theoretically impossible, but downright unethical. That kid has a screw lose somewhere, since he's viewing people with HIV/AIDS as lesser human beings. Under that kind of logic, it wouldn't be a far stretch to say something like -- we should kill all the poor people, because they're having too many kids too young and the welfare that WE have to pay is just too much. It would be greater for the whole if we just killed all the poor people. Or let's target all the Chinese -- because if we don't their pollution is going to adversely affect the entire world.

Feel free to quote me on any of these examples..

Its kinda funny, Hitler had the same idea of cleansing the genetic pool by killing all the fags, jews and miscellaneous other people who didn't fit into his ideal of perfect.

And why stop with HIV? Herpes is spread through contact. Hepetitis? Hell, lets sterilize anyone with a chronic genetic disorder! The mentally handicapped? Not to mention old people, think of how many accidents on the road you'll be preventing and how much in healthcare you will save!

You seriously have to wonder where these people come up with the ideas. Each one can be "rationalized" and it can be seen as "making sense" but it doesn't change the fact they're completely and utterly idiotic.
