Age: Her age is unknown in canon, but she's speculated to be about 29-30 years old.
Role In Canon: Rose plays a small but important role in the Street Fighter series. She's more of an outside contact compared to other characters, but she provides vital information through her fortune-telling abilities.
Justification: N/A
History: (Note: I will be taking most of her canon from the manga, as it's the most consistent)
Rose grew up in a small Roma tribe led by a white-haired woman named The Master. She had mysterious abilities that allowed her to harness the power of one's soul. These powers were bestowed upon Rose when she was around ten years old, shortly after a traumatic event. M. Bison, a former student, returned to confront The Master. They fought intensely, a battle that ended in the death of The Master. With the impending explosion, he destroyed the entire settlement and most of the tribe. A resident who was away returned to the devastation. He looked for survivors, only to find Rose, who was barely conscious. She now bore The Master's lightning bolt on her forehead.
As she grew older, she honed her abilities, growing more in-tune with her Soul Power through the use of Tarot cards. She made her living as a fortune teller, becoming one of the most beloved in all of Italy. She settled down in Genoa, where she continued reading cards for clients.
Even with settling down, she continued to watch Bison and his operations from a distance. She didn't want to interfere until the time was right, but during her watches, she discovered "The Killer Bee". The young girl was a minion, a mindless doll of Bison and a clone. At first, Rose was too scared to intervene, but after she realized how much they were alike, she captured the Killer Bee. Instead of turning her in, Rose erased her memory and left her with the British Embassy in Italy, hoping the girl would be able to start a new life free of Bison.
Rose continued her spying through her crystal ball, soon realizing that Cammy (the former Killer Bee), was now an English Intelligence operative. Unfortunately, she was after Bison, as her fate was intertwined with the man, just as Rose was. She's reluctant to interfere, but soon she realized that Cammy was going to be overwhelmed by more of Bison's "dolls". Rose joined the fight, aiding in erasing the dolls' minds. She then revealed that she was Cammy's savior; and she wanted Cammy to have a life of her own.
But then Bison appeared and grabbed Rose, revealing he could sense her the whole time. He was about to demonstrate just what he had become when...
Personality: Rose is a calm and collected woman. She comes off as very relaxed, even in her fighting stance and speech. Her calm demeanor is most likely because she has to stay focused for the sake of her powers. If she's angered, her power can go out of control and become corrupt; and one of her biggest fears is to become like M. Bison. It takes quite a bit to upset her, as even threats of bodily harm will not make her wince. Insults about her family are brushed off. Talking badly of her deceased master might get a raised eyebrow, but nothing else. She simply tells herself that nothing will come of harsh words, and with that she'll return to serenity.
Her determination is something to be feared. When she realizes Bison's survival, she swears to put an end to his madness, even at the cost of her own life. She knows her path despite being unable to completely foresee it. Once she's set on something, virtually nothing will stop her short of death. When it comes to friends or those she protects, she defends them with the same ferocity. When Cammy was threatened, Rose put her feelings about interfering aside and put her life on the line to help out. Even when Bison had her in a death grip, she faced him bravely. She hopes to one day eliminate the most evil of energies.
That doesn't mean she's without compassion. When she rescued Cammy from her previous life, she wanted the girl to be free of Bison and his evil. Rose knew what it was like to be tied to that man, so she did her best to sever all links. She's also one to never betray herself to others, keeping herself honest and just, the total opposite of Bison himself. When she doesn't have to fight, she prefers to relax and happily read her clients' fortunes; right after she has a hot bath and possibly a glass of sherry.
Abilities: A master psychic, Rose has the ability to control her Soul Power. With it, she can predict the future through her Tarot cards, read minds, sense spiritual energy, and watch people via her crystal ball.
In battle, her Soul Power works differently. She can stiffen her scarf by channeling energy through it. It allows her to attack from a distance as well as reflect incoming projectiles back onto her opponent. If she charges enough energy into the scarf, she can launch her own colorful projectiles (known as Soul Sparks). While she uses the scarf for most attacks, she's able to channel energy without it. She retains her bare hands for strength boosts as she effortlessly jumps and takes down aerial opponents. Without her powers, she's a formidable fighter. However, she doesn't seem to have any kind of formal training other than her psychic abilities.
