I can't offhand recommend a reliable website, but I suggest starting with the New Who--you can either start with the beginning of the new series with the 9th Doctor in 2005, which is sold as 'season one' (I think the Old Who is sold as serials rather than seasons? I'm a little confused by the format of those). Or you can jump in with the 11th Doctor in season five. I think that both of those are good starting points because in each case you're seeing the Doctor through the eyes of a new character who is meeting him for the first time, so the show isn't relying on previous knowledge and helpfully introduces things to you.
...also, plan ahead to have lots of free time. Once you get started it's hard to stop!
OK, thanks guys.... I really would like to start at the beginning of the reboot, but as of now turns out that my roommate has season five and six (I think?).... the eleventh doctor, on her laptop, so that answers the website question for the time being... I think I'll probably want to go back and watch from the start afterward though.
