Realize that it was a lot lot stronger before healthcare providors and insurance companies, and then the bush administration, got their teeth into it. the fines actually were much much higher originally, and it had some strong requirements for security on files, etc.

Part of my problem with the whole idea of a "patients bill of rights" is that these aren't actually rights that are being granted. They get to use the Bill of Rights for PR, but this legislation really means more bureaucracy. From where I'm sitting, more bureaucracy means pretty close to the opposite of more rights ( ... )
