clearly, IANAL, but I'd start with the divorce laws for Illinois - and was that promise in writing? because if not, and if he's at all resistant, she probably can't count on his voluntary support. I'm sure denial is more comfortable than facing facts, but she needs to get a good divorce lawyer pronto! as the more she delays the further along he can get in proceedings, and (unfortunately) the more likely it is that he'll prevail.
Has she been a home maker for their entire marriage? If so( at least in Oregon) He has to pay her spousal support because she has to find a job and provide for the children(if they are under 18). But either way because she has been a home maker he would have to pay a certain amount of support. (don't quote me on this, but this is what i remember from when a friend divorced her husband)
