I heard about something this morning that's really bothering me. I know from my extensive HR experience that it constitutes as sexual harassment, but I'm not sure what can be done about it

Being that I work in HR, I can probably give you all the fun goodies. However, I'm going to need more than ambiguity to really nail anything down. Feel free to email me with details.
Off the top of my head, typically companies have a policy about harassment and sensitivity to others in the workplace. Not only that, but being that we're an At-Will Employment state, just about anything can be grounds for termination or corrective action. If you can't find company policies directly, ask around your HR department for the written Code of Conduct, which will usually contain all the information you need.
Secondly, if you need a way to find out "who done it", but don't want to confront anyone personally, there is often a place that you can make anonymous calls or "tips" in most HR establishments, that will then follow up on complaints. Giving them the information, and the suspect(s) in mind, may allow them to solve the problem for you in it's entirity.
I totaly agree. At the very least the company should some sort of company wide harassment and sensitivity training considering what happened. However you need to make it clear to HR how badly this upsets you, and not let it slide. Repainting won't do the job here.

Go through official channels, by all means, but I'd also just keep an eye out for suspicious activities, and keep this incident in mind.
Then, if and when you've identified the culprit, smile and stab.
(Uhhh...metaphorically speaking. Mostly.)
