Van Argiano
Van was both the head researcher performing painful experiments on him and his personal assistant/caregiver/flatterer. While Charles believed he was the dominant figure in the relationship, his emotional immaturity led him to become extremely dependent -- both physically and emotionally -- on Van, who used this to his advantage as much as possible. Secretly using him and plotting against him with Amshel and Solomon, Van planned to kill him as the final step in their research, but this failed when Riku jumped in to take the bullet.
Currently, even though Charles knows Van was lying to him the whole time and resents his interaction with the other Chevaliers, he still hasn't shaken his dependence and desperately wants to be with him again. Even though he'll probably kill him a few times if he ever meets up with him again. It's complicated.
Riku Miyagusuku
Originally taken as a hostage to lure Saya to Vietnam, Riku somehow ended up being the closest thing Charles had to a friend in the short time that they were together. Unaware that Riku has been revived as a Chevalier in their world, Charles is still blaming himself for Riku's death.
Saya Otonashi
She cut off his arm during the Vietnam War and ruined his life. He hated her. A lot. A lot. His entire life ever since had revolved around seeking her out to finish their fight. While he certainly would have taken pleasure in killing her to exact his revenge, as the only person on earth who could kill him and put an end to his miserable life, he secretly longed for that outcome equally -- he just had too much pride and anger to admit it and would never go out quietly.
Until Riku died, at which point Charles didn't deny being responsible for his death or put up a fight when Saya found him -- she killed him and he accepted it gladly.
Diva
The Diva in his world, though violent and unstable, tended to act as more of an unworldly child than anything else, and as her Chevalier, he felt more like a babysitter most of the time. Supposedly, he was her favorite Chevalier (a fact of which Amshel was extremely jealous), probably because he was the only one young enough to play with her, though once he was expelled from the Chevaliers, he didn't have much contact with her. As someone else who has suffered through years of physical experimentation, however, he sympathizes with her in a way the others can't.
Diva's other Chevaliers
They basically treat him as an annoyance and have found many fun and abusive ways of keeping him under control. He greatly resents all of them (although he has a kind of strange fear/respect for Amshel still despite his dislike for him), particularly Solomon.

Hikaru and Kaoru - Roommates; sort-of-friends. Initially thought them stupid and annoying, and-- well, he still does. When Marshall collapsed and he was still weak from blood loss, Charles claimed a space for himself in Hikaru and Kaoru's room in Latimir, as they were the only people he'd really interacted with. Although they both irritate him relentlessly and although he's almost always mean and condescending to them, he actually enjoys their company and their friendship is coming to mean a lot to him, even though he will never admit this.
→ Hikaru - During a truth event, they both unwillingly confessed some of their insecurities and the fact that they each really did think of the other as an important friend. Even though Charles might kind of think of him as the dumber twin, he actually relates to him on another level since they're both sort of terrible at real interpersonal relations.
→ Kaoru - Sees him as the more rational and understanding one and has actually had occasional conversations with him that almost bordered on serious when not cursed with honesty.
Soubi - In a relationship. Charles initially tried to use him as a substitute for Van, but apparently didn't think this out very well, as just like with Van, he became extremely attached and dependent very quickly. Unlike Van, though, Soubi really does like him, which makes things different. Charles is terribly possessive of him and paranoid about losing him and will do anything to keep him from leaving. He's still controlling and abusive, but actually sometimes feels guilty about this now, and can be surprisingly nice and affectionate at times. However, it's still not a healthy relationship -- on both sides, it was founded almost exclusively in the need to replace someone and the desperation to be wanted; they really have nothing in common and hardly ever even converse with one another, but have deluded themselves into thinking it's something deeper. The potential may be there for it to be a real relationship someday, but that's a long way down the line. More detailed explanation can be found

Nill - She shows a genuine interest in seeing him happy, which he isn't used to, and she isn't condescending and patronizing like most of the humans he speaks to; he isn't aware of it, but she probably understands him better than most. While Charles is still a jerk to her, he doesn't really mind her, and could possibly grow to like her.
Seishirou - Charles is drawn to two-faced men in glasses. He thought Seishirou's facade of seemingly perpetual cheerfulness is annoying and stupid, but found him kind of interesting and has always been one of the few people whose entries he bothers to comment on. Always managed to avoid noticing that there was anything creepy about him because he is an awful judge of character.
Ari - Took advantage of Ari's being a nice concerned citizen by drinking his blood. He feels kind of bad about it since Ari's niceness reminds him of Riku more than he wants to admit to himself.
Johnny Sfondi - Charles wants to know why this obnoxious idealist keeps trying to talk to him and why he seems to be so obsessed with convincing him that humans are awesome.

Stein - First here to remind him of Van -- glasses, greying hair, interest in biological research and everything -- and the first to manage to calm him down a little upon arriving here, because he was comforting and familiar despite really being completely unlike Van. Charles kind of looked to Stein as someone whose approval he wanted and someone he trusted more than most, even if they were hardly close at all.
Ron DeLite - His eternal neighbor. Lived next door to him in Marshall, and later on the same floor as him in Latimir. Charles sometimes enjoyed messing with him, but found him to be so gullible and pathetic that it often just wasn't worth it. He was secretly kind of happy that Ron wished him a happy birthday.
