It has always been one of the biggest problems of the reform movements in India. We are very quick to apply western models of reform on to our contexts but often forget that we are unable to provide alternatives and options to the people the law applies to. Prostitution, child labour, body shops, etc - things which are dragged into the ethical and moral domain and passionately argued against. These arguments forget to see that there is no social security for these people. Their survival skills for urban set ups are minimal and that they do not have any other choice but to continue with the work that they do.
It is a perfect catch 22 though, isnt it?
