She has to be a pure bred to have CKC papers. Though, she doesn't have to be well-bred (that just means, champ parents and such) - and the white is a throwback. My friend had a beautiful male with a chest spot CKC dog. They usually aren't bred, but it does show. "A few white hairs" is even acceptable in the show standard.

Could be her age, it can take female rotts 3 years before they finish their filling out. Some are just lanky. Anyhow, the only purpose to registering her would be if you want to compete in the obedience ring. The blaze puts her out for conformation, and breeding isn't advisable either considering her roots. If you don't care about competing, or are happy to compete in UKC instead, and are just keeping her as an altered pet, then it's a moot point anyway.
She's still adorable. :-)
