It should be that simple, but Garamendi is saying "LA LA LA LA I CAN'T HEAR YOU!" It's been argued other times, other places, "even if there are more claims in ZIP code 12345 than in 54321, it's not 'fair' to make the people in 12345 pay more, so you should force a subsidy by law," but that's not what Garamendi is doing here. He's faking ignorance.
