Great! (Are you a teacher? Because you totally know how to break everything down into manageable steps.) I use Fireworks but it basically works like Photoshop with slightly different buttons. I have tried a few animation programs for snow and had no success so this is wonderful. All downloaded and ready to go! Thanks!

Well, I don't think Fireworks is quite as user-friendly as Photoshop for resizing but I managed this icon, using your tutorial all the way, so now the sky's the limit. The original photo was taken by my husband in our garden, I added the hat and the drop shadow effect (and the initial resizing for an icon) in Picnik and then the snow,according to your instructions followed by more resizing following the animation, in Fireworks. So, now proudly presenting homework to teacher. LOL! Many thanks!
yeah, I like my snow to be a bit slower and more subtle. Its more my style. But you can always play around with the buttons and get different sorts of snow. =D

Im glad the tutorial was useful for you! Yeah. Size is a huge limitation. Its a balance between number of frames, pixel size, and amount of colors.

Your snow looks more real than other tutorials I saw (they were bigger and more quicker)
