She... doesn't really look that young in the icon? And the icon alone really isn't anything reliable to go by.

That being said, it's not nearly as rampant as you seem to imply. That would be like someone saying they hay comic books because they make all of their teenaged girls look like full developed adults. Just because a few artists do this doesn't mean it's a problem with the whole genre.

You don't need to justify you're dislike of anime. You're free to dislike it all you want. But at least just admit it's an aesthetics thing and leave it at that. This generalization thing both sides of the media argument keep doing is just getting stale.

Holy shit, Devil Hunter Youko. That takes me back, to the days when people actually rented things from Blockbuster and they had an entire shelf of random old anime movies and OAVs in the back of the store.
