Can anyone come to Dharma without Sutra?

Yes, sure! You can directly start from Tantra practice. But first you should meet good teacher and follow his teaching.

what characteristics should a person have to practice without a teacher?

Практикуя Совместную практику без Учителя ви не достигните результата. В начале необходимо встретиться с учителем хотя бы раз.
