Logical reasoning 101 and the stimulus

If All A = B it does not follow that All B = A, or put another way A always = B does not mean that B always = A. Example: All dogs are animals, therefore all animals are dogs is false.

Likewise, Stimulus always is spending means that spending is always a stimulus is also false.
