Council to Queen Elizabeth the first. I just read this book, "The Virgin Lover" It's historical fiction by Phillipa Gregory who wrote The Other Boleyn Girl. and I kept thinking every couple of pages:

This has nothing to do with Heulwen's post. :) But she'll forgive me.
I love the part where it says at the end of every letter. Cecil would rarely sign anything with his own name, he'd use his seal.
Well, Haley, I tried to teach you to lie an' cheat an' steal in a properly piratical manner. But you can see how well all that's worked out for me. It's no wonder it didn't take in you either.
